New look for old town is slow in coming: $12M upgrade bogs down; new concessionaire is on its third general manager in three years.
One Sunday afternoon in early April, Old Town State Historic Park looked very much like it did a year ago. Outdoor dining tables in the Mexican Commercial Corner were full, and shoppers milled about the quaint shops filled with curios, clothing and jewelry surrounding the courtyard.
